SRF worked with the City of Crystal and Hennepin County to review land parcels at the intersection of CSAH 81 and 56th Avenue North that will potentially be impacted by the reconstruction of Bottineau Boulevard (CSAH 81). The study examined various parcel configurations and associated land use and urban design options to determine the feasibility of redeveloping these parcels in a manner that will support economic development while also improving community character and livability.
SRF developed various land use scenarios that responded to estimated market demand, parcel configuration, and property access. The scenarios illustrate how the site could be developed in compliance with City’s existing zoning code, parking, and stormwater management requirements. SRF’s thorough analysis process provided the County with a logical methodology for investigating and evaluating the feasibility of redeveloping the site.
