METRO Red Line – Cedar Avenue BRT Transitway

Dakota County, Minnesota

Recognizing the need to improve mobility along the congested Cedar Avenue corridor, the Dakota County Regional Rail Authority, along with local and regional partners, embarked on a 10–year program that completed several transit studies for the Cedar Avenue/TH 77 corridor. Study results indicated a need to develop the METRO Red Line, which includes bus rapid transit (BRT) on the roadway shoulder, transit stations, and upgraded park-and-ride facilities.

The SRF team completed final plans, specifications, and estimate (PS&E) for highway improvements and the shoulder-running BRT between 179th Street in Lakeville to 138th Street in Apple Valley.

Key project elements included:

  • Incorporating community development plans, station area planning, and transit-oriented design potential into the project development process.
  • Providing convenient, desirable, and safe travel for all modes along Cedar Avenue including BRT, automobiles, pedestrians, and bicycles.
  • Minimizing adverse social, economic, and environmental impacts and pursuing opportunities to enhance these qualities within the corridor.
  • Conducting public outreach to understand community concerns and perspectives and broaden public understanding of BRT and how corridor users will benefit.

SRF also completed final PS&E for the Apple Valley Transit Station and parking structures.
