WisDOT Transit Management Performance Review

The Wisconsin Department of Transportation (WisDOT) is the oversight agency for public transit assistant programs and supports the ongoing operation of transit services throughout the state. As per Wisconsin Statute, WisDOT routinely reports to transit agencies and the legislature on the effectiveness and efficiency of public transportation. One component of this reporting is the system management performance review of systems receiving state operating assistance, conducted every five years.

SRF was selected to lead a technical analysis team for reviews of 14 transit systems over two years in the small urban categories. Of particular focus in this review cycle was the performance of ADA complimentary paratransit service in each of these communities. The SRF team thoroughly assessed the performance of each transit system through peer group and trend analysis and conducted in-depth field reviews of each system. This was accomplished through field observations, interviews, and questionnaires. Focus areas included:

  • Completion of prior audit recommendations
  • Policy and decision-making processes
  • Operations – Maintenance
  • Planning
  • Scheduling
  • Marketing

The reviews will contain recommendations for local management, and an implementation plan for improving system performance and building on existing strengths.
