Metropolitan Council Regional Solicitation Evaluation and Redesign

Twin Cities Metropolitan Area, Minnesota

SRF was retained by the Metropolitan Council and Transportation Advisory Board (TAB) to evaluate and redesign the Regional Solicitation, which allocates more than $150 million in federal transportation grants every two years in the Twin Cities. Project goals included:

  • Ensure consistency with the most recent federal surface transportation funding act, Moving Ahead for Progress in the 21st Century (MAP-21)
  • Better align the process and outcomes with regional policy
  • Continue to select projects in a fair and transparent way
  • Streamline and simplify the process

A comprehensive stakeholder engagement process was used to ensure transparency throughout the entire evaluation and design process. SRF worked closely with the Metropolitan Council staff, Steering Committee, and Project Management Team to prepare for and facilitate more than 100 stakeholder meetings:

  • Technical Advisory Committee
  • TAC Funding and Programming
  • MnDOT Capital Improvements Committee
  • Bike/Pedestrian Working Group
  • Roadway Working Group

The following improvements were made to the Regional Solicitation process and application:

  • Application shortened by 50 percent
  • New web-based application
  • Enhanced consistency with regional policy
  • New modal-based approach
  • Increased emphasis on multimodal connections and freight movements
  • Transparent scoring methodology

As a result of our work, the Metropolitan Council was able to conduct a successful Regional Solicitation on-line application process in the Fall of 2014.
