Fargo-Moorhead Area Diversion Recreation and Land Use Master Plan

In addition to gaining protection from future flood events, the Fargo-Moorhead Area Diversion Project provides area residents with the chance to create a significant, interconnected system of recreation features, cultural resource interpretation, and natural and agricultural landscapes that will link communities, expand the regional trail networks, improve access to local rivers, create habitat for wildlife, and provide opportunities for agriculture production within or adjacent to the Red River Diversion Corridor. Volume One of the Recreation and Use Master Plan broadly examines the Diversion Corridor to identify potential user groups and their distribution along the corridor, with a primary focus on the north section of the Diversion Corridor from the diversion channel outlet structure at the Red River to Interstate 94.

SRF engaged project stakeholders – including local, state, and federal government agencies, park districts/departments, and nonprofit organizations that have jurisdiction or interests in community land uses and recreation facilities – throughout the process to ensure the Master Plan reflected the community’s values, needs and desires. A project vision statement, goals, and objectives were developed to help guide the process.

SRF developed preferred alternatives for the north section trail corridor and for two of the identified activity hubs along the corridor. Illustrations were developed to convey the landscape character envisioned for the Diversion Corridor and for a representative aqueduct to show how corridor infrastructure elements could be used as identity, wayfinding, and aesthetic elements along the corridor.  Finally, SRF developed estimated construction costs for recreation and landscape features for the north section of the Diversion Corridor, along with implementation recommendations.

SRF continues to assist the community in the final design of recreation and aesthetic features in the Fargo Moorhead Area Diversion Implementaiton projects.
