Comprehensive Plan How-to Guide and Training (Souris Basin Planning Council)

This first-of-its-kind in North Dakota, SRF produced a user-friendly training manual and a series of engaging workshops to facilitate long-range planning by local governments in counties under the influence of Minot Air Force Base (Northwest and Northcentral North Dakota). The training manual walks users step-by-step through the comprehensive planning process, with a focus on improving inter-jurisdictional coordination and establishing best practices for joint land use planning that support the regional operations of Minot Air Force Base. Each chapter of the training manual describes when and how to involve the Air Base in planning activities and provides numerous practical examples to help communities identify potential issues, prioritize objectives, and achieve implementation. Training objectives were aimed at small communities and rural counties with limited planning capacity and staff expertise. The manual describes how communities with limited resources can make the most of free and open-source data and mapping applications, social media, and other internet tools.
