The region’s transportation system is uniquely impacted by rocket launch surges, cruise ship departures, tourism-driven demand, and recurring freeway congestion, conditions that surpass the limits of traditional traffic operations tools and require integrated, data-driven insight across highways, arterials, and transit networks.
Platform Configuration and Analytics Framework
SRF led the configuration, testing, and evaluation of the Mobility Insight TMaaS platform, which consolidates disparate transportation data sources into a unified environment and applies descriptive, predictive, and prescriptive analytics. The platform was tailored to analyze representative scenarios including space launch events, cruise departures, severe crashes, and recurring congestion patterns, enabling SRF to translate outputs into operational playbooks, scenario-based strategies, and decision-support guidance for agency use.
Brevard County: Event-Driven Congestion and Network Constraints
In Brevard County, SRF’s analysis demonstrated that congestion is predominantly event-driven and constrained by limited network redundancy, particularly the scarcity of east-west bridge crossings and north-south alternatives. The results showed that targeted, event-specific traffic management strategies outperform broad network diversions. The TMaaS platform enabled improved real-time monitoring of critical bridges, breakdown detection, and post-event performance evaluation, supporting more precise and effective operational responses.
Orange County: Corridor Optimization and Route Balancing
In Orange County, SRF identified a more resilient and dense roadway network with multiple viable alternatives for I-4 traffic. This structure creates opportunities for route balancing, corridor-level optimization, and threshold-based diversion strategies, leveraging predefined route sets and analytics-driven triggers to distribute demand more efficiently.

The resulting TMaaS Playbook delivers a scalable, repeatable framework for launch-day operations, cruise-day traffic management, severe incident response, and I-4 corridor balancing.
