The Ramsey County Parks and Recreation Department launched a master planning initiative to guide improvements to Battle Creek Regional Park over the next 30 years. The master plan addresses capital improvements and program development to better meet the needs of the region’s evolving population.
Equitable Engagement as a Foundation for Planning
SRF led all community outreach and design engagement efforts for the plan. A key priority throughout was equity, ensuring voices traditionally underrepresented in decision-making had opportunities to guide the future of the park.
The engagement process directly shaped the plan’s vision and helped define infrastructure priorities, design goals, and programming strategies.
Meaningful, Multilingual, and Accessible Public Outreach
To foster broad community involvement, SRF designed a flexible, inclusive engagement process that included:
- Pop-up workshops at local community events
- Stakeholder workshops and targeted group meetings
- Community open houses and design charrettes
- Online visual preference surveys in four languages
- A collaborative project WikiMap
- Ongoing promotion through social media channels
By combining in-person and digital strategies, the team built widespread support and created a vision for the park that reflects the diverse needs and aspirations of Ramsey County residents.
