US 63 Red Wing Bridge Approaches

After the Minnesota and Wisconsin Departments of Transportation determined the need for a new Mississippi River bridge on US 63 near Red Wing, SRF developed the final construction plans, specifications, and estimates for the US 63 approach roadways and bridges in Wisconsin and Minnesota and a portion of US 61. We coordinated with the MnDOT Bridge Office, who designed the river bridge.

The US 63 approach design included three bridges (including one temporary bridge for maintenance of traffic), one box culvert, seven retaining walls, an urban drainage and stormwater management system, a multi-use path and cycle track, a traffic signal system, lighting, and landscaping. SRF also designed watermain and sanitary sewer for the City of Red Wing and the drainage and lighting of the river bridge. SRF also provided public engagement, utility coordination, and permit coordination with the U.S. Army Corps of Engineers, U.S. Coast Guard, Minnesota Pollution Control Agency, and Minnesota and Wisconsin Department of Natural Resources.

Project Controls. SRF also developed contractor-style cost estimates at the 30% and 60% design phases to confirm that project design was within MnDOT’s budget. We also used production rates and quantities from the estimate to develop a contract time schedule for the project. We worked in close coordination with MnDOT design and construction staff to confirm estimate assumptions and refine the schedule.

Real Estate. SRF’s right of way and relocation services for the project included title searches, parcel sketches, legal descriptions, field staking, appraisals, review appraisals, offer package preparation, negotiations, relocation and condemnation assistance. There were 23 parcels associated with this project and five required relocation services. The displaces were duplexes with tenants, a City maintenance garage, and a large storage operation/used restaurant equipment facility.
