Highway 10 & 23 Interchange Reconstruction in St. Cloud, MN

Highways 10 and 23 comprise two of the four major highways through the heart of the City of St. Cloud. With several residential developments on the east side of TH 10 and a major grocery store, church, commercial businesses, and other resources on the west side, ease of access across the high-volume, four-lane highway became a significant factor in the interchange’s and subsequent new overpass’s design.

Project Purpose

This project was programmed by the Minnesota Department of Transportation (MnDOT) to address deteriorating pavement and bridge conditions, traffic flow, and pedestrian safety at the Highway 10 and Highway 23 interchange. As the planning and design process evolved and community engagement efforts revealed a greater need for access across Highway 10, SRF’s design team worked closely with MnDOT to incorporate solutions that reflect a more inclusive picture of the community’s needs and priorities.

Designed for Mobility and Safety

The previous outdated cloverleaf design of the existing interchange frequently contributed to congestion on the East St. Germain Street approaches to TH 10 northwest of the interchange. In addition, the Highway 10 on-ramps’ merge distances were too short for motorists to safely build adequate acceleration. The interchange was redesigned as a folded diamond interchange so that the two ramps located on the north side of the interchange were “folded over” to the south side and westbound Highway 23 was realigned over a new bridge. This design also maximized flexibility for future transportation design solutions for adjacent roadways.

Partnership and Collaboration

Prior to this project, Highway 10 acted as a barrier in that area for people seeking access to residential developments, businesses, schools, social services, and transit on both sides of the highway. Through a comprehensive planning process conducted in partnership with the St. Cloud Area Planning Organization (APO) and the City of St. Cloud, MnDOT extended 4th Street SE across TH 10 with a new overpass designed to carry all modes of traffic. The project also included new multiuse trails that connect users to their destinations more safely and efficiently and promote active transportation.
