TH 10/CSAH 83 Interchange

With the eventual build-out of a multi-phase transit-oriented development focused around the Ramsey Northstar Station, the projected traffic at the TH 10/CSAH 83 (Armstrong Boulevard) intersection demanded a new grade-separated interchange. TH 10 is a high-speed, four-lane divided expressway that parallels the BNSF Railroad and intersects at-grade with many local roadways. The at-grade intersection was identified as a safety problem due to vehicle crashes, the proximity of the highway to the railroad, and growing train and cross-traffic.

SRF developed final construction plans, specifications, and estimates for this new grade-separated interchange that included two bridges, seven retaining walls, approach ramps, two new signalized intersections, and a pedestrian/bicycle path. Working for Anoka County, SRF coordinated the project design with other key stakeholders including the City of Ramsey, BNSF Railroad, utility companies, and property owners.

SRF’s project controls team assisted the County in reviewing contractor schedules during construction to track contractor progress, including weekly schedule updates and participation in on-site contractor meetings. We also reviewed schedule impacts to advise the County on the potential resolution.

The new interchange provides improved safety and emergency response times, reduced delays, connectivity to new development, and multimodal alternatives for pedestrians and bicyclists. The new bridges across TH 10 and the railroad are prominent landmarks with enhanced architectural detailing that complements the City of Ramsey’s civic identity.
