Paul Morris, PE

Project Director - Transportation Policy & Studies
Minneapolis, MN

Paul Morris leads SRF’s Transportation Analytics practice, which leverages massive sources of varied transportation data to inform his clients’ policy and project-level decision-making.  He works with a team of talented database managers, analysts, programmers, and developers that collectively work to turn raw data into actionable information.  His work frequently uses GPS data for vehicle speeds and travel patterns, along with benefit-cost analysis and other economic evaluation methods.

Paul has built on his experience in transportation engineering through work on several project prioritization studies utilizing data-based performance measures including travel time reliability.  These extensive planning efforts featured a focus on benefit-cost analysis and financial performance, and required stakeholder education and consensus-building for success.  Paul especially enjoys applying these approaches to the development of MnPASS facilities and other major transportation investment projects.

His work at SRF frequently focuses on evaluation of complex transportation issues, such as congestion management strategies and development of highway improvement concepts.  He leverages expertise in processing vast data sets to aid with system monitoring to glean insights that are critical to helping agencies make better decisions.  Outputs of these analyses are commonly expressed using visualizations and dashboards to efficiently convey the key pieces of intelligence.  He also specializes in modeling freeway operations and developing traffic forecasts using regional travel demand models, and leads SRF’s air quality analysis for transportation projects.
