South St. Paul, Minnesota Rail Mitigation Study

SRF assisted the City of South Saint Paul during the preliminary coordination stages of a proposed Union Pacific Railway rail yard expansion. The City expressed many concerns about the potential impacts of the expansion, including crossing and site safety, increased noise levels, and maintaining adequate access to City facilities.

The City developed a series of questions regarding the proposed expansion and various requests for information to begin discussions with Union Pacific officials. SRF assisted the City by reviewing the railroad’s responses to these questions and requests, verifying the accuracy and completeness of the responses, and suggesting additional follow-up questions, where appropriate. SRF also met with the Mayor, City Council, and multiple City staff, including staff from the engineering and legal departments, to discuss additional questions and concerns.

SRF also conducted noise analysis to establish a baseline condition of rail-related noise from the existing Union Pacific rail yard.
