Minnesota Local Research Board (LRRB) ADA Transition Plan for Public Rights-of-Way Guide

The Minnesota Local Research Board (LRRB) retained SRF to develop a Model Transition Plan and tools to assist local agencies in making their public rights-of-way ADA compliant.

The ADA Transition Plan for Public Rights-of-Way Guide was funded by the LRRB and created in response to the federal American with Disabilities Act, passed in 1990, which requires all public agencies to develop a transition plan to identify physical obstacles that limit accessibility and identify and schedule necessary improvements.

The Guide is an interactive PDF that includes many resources, a Model Transition Plan template, and process guidelines for providing accessibility within the public rights-of-way. Local agencies can use the Guide to develop their own transition plan.

At the conclusion of the project, SRF presented the guide via a webinar hosted by the Minnesota Local Technical Assistance Program (LTAP).
