I-94 / Maple Grove Parkway Interchange & Grove Area Infrastructure

The long-awaited decision by the Minnesota State Legislature to allow construction of a new hospital in Maple Grove stimulated nearly 600 acres of new development surrounding the I-94/Dunkirk Lane/CSAH 30 area and necessitated the construction of approximately $60 million in infrastructure improvements. After a feasibility study was completed in 2005, plans and specifications to construct a new interchange and an arterial street and utility system that would serve the new hospital and surrounding development were completed within a compressed schedule with opening slated for fall of 2007. By constructing the 93rd Avenue overpass and the new interchange, the City was able to separate local crossing traffic from traffic accessing I-94. This improves interchange operations as well as unites the City that could have been fragmented by its many lakes and the future TH 610. The tight schedule, maintenance of I-94 access, and, in particular, the financing of such a large project without federal, state or county financial participation made this collaborative effort very unique.

This award-winning project in the Maple Grove area involved the reconstruction of an existing interchange. SRF’s services included the preparation of a staff-approved preliminary design layout for the proposed project and complete agency coordination and support documentation for wetland permits. Preparation of the preliminary design layout also included preparing the right-of-way base map and incorporating a box culvert for a pedestrian undercrossing. As part of the project, SRF prepared an Environmental Assessment to analyze the potential social, economic and environmental impacts of the proposed project. As the proposed project involved access revisions to an interstate highway/regional roadway, Metropolitan Council and Federal Highway Administration Access Modification Requests were also completed. A Study Report was also completed as part of the environmental review process. Final PS&E was prepared for this project. The construction staging, for a highway carrying an ADT of 60,000 vehicles, was a crucial aspect of the contract. Both bridges on the project were designed providing for future expansion of I-94.
