As part of the consultant team, SRF worked with the Grand Forks/East Grand Forks Metropolitan Planning Organization to conduct a freight rail access feasibility study. SRF developed land use criteria to determine available sites for development that can accommodate rail access. The analysis included a land use feasibility study that used performance-based measures and Geographical Information System.
Findings from the analysis were disseminated through an active public engagement process that included focus group meetings, interviews with the freight community, and open houses.
SRF also evaluated the potential impacts that new development will have on train horn quiet zones. Our analysis was further complemented by SRF’s previous work in developing the Grand Forks/East Grand Forks Quiet Zone Assessment Study.
