Duckwood Drive is the final piece in the City of Eagan’s Central Area Ring Road concept, connecting the roadway to Denmark Avenue, Northwood Parkway, and Central Avenue. The new overpass provides an alternative route for drivers who wish to avoid the Yankee Doodle Road/Pilot Knob Road intersection. The City used federal funds to complete the plan development and construction. Agency coordination was required to facilitate construction on MnDOT’s right-of-way, and also with Dakota County who required upgrades to the signal and turn lanes on Pilot Knob Road.
The project included grading, aggregate base, bituminous base and wearing course, concrete curb and gutter, storm sewer, trail, sidewalk, lighting, bridge, utility relocations, erosion control and final restoration. Utility conflicts included the City’s 30-inch watermain and MnDOT’s fiber-optic line, which was in the vicinity of the east abutment of the bridge. Subsurface Utility Engineers (SUE) was utilized to locate those utilities.
SRF performed construction administration and inspection services for the City following the Delegated Contract Process. In addition, SRF was identified as the Business Liaison for the City to address issues affecting businesses during construction. Construction was completed in November 2011, which was noteworthy as the project was delayed due to the State of Minnesota government shutdown in July 2011.
