Tower Road Reconstruction

Fergus Falls, Minnesota

The City of Fergus Falls retained SRF to design the reconstruction and extension of Tower Road in southwest Fergus Falls. The project reconstructed CSAH 1 north of I-94, extended Tower Road, and added a bridge over the Otter Tail River, completing a critical link in the area transportation network.

Working with Otter Tail County and the City of Fergus Falls, SRF completed a preliminary layout and environmental documentation for the extension of Tower Road and construction of a new bridge over the Otter Tail River. SRF provided right of way acquisition and appraisal services for the purchase of 46 parcels. The acquisition included commercial, industrial, and residential properties. Of the total acquisitions, 10 properties were appraised with the rest being minimum damage assessments.

Our real estate services included:

  • Project parcel file setup
  • Title coordination
  • Data book
  • Appraisals
  • Parcel negotiations
  • Acquisition Documents consistent with MnDOT standards
  • Minimum damage assessment reports
  • Administrative revisions
  • Closing – payment processing
  • Recording
  • Monthly progress reports

The Tower Road extension and new bridge was opened to traffic in 2012. The completed project greatly improves system continuity and traffic operations within the City and increases access for existing and planned community growth.

SRF completed final design for the project as well. Innovative features included a single-lane roundabout that was designed to allow future expansion to multiple lanes; a new crossing of the Otter Tail Valley Railroad meeting geometric standards for a train horn quiet zone; improvements to commercial and residential access; and pedestrian overlooks at both ends of the new river bridge.
